Mayor & Council

Elections for Council Members are held every two years. Term of office for the Mayor is two years, and four years for Council Members. Elections for Mayor and Council are held on Election Day, the first Tuesday in November (see Rockingham County Voter Registrar for additional information). The voting precinct for Town of Dayton residents is located in the Council Chambers of the Dayton Municipal Building for all elections.

Mayor Cary Jackson and his wife, Stacie, have lived in South Breeze since 2015 with their three children, Cameron, Payton and Emma. Stacie is employed by Valley Community Services Board in Staunton where she is the Infant and Toddler Connection manager. Cameron is a senior at Mary Washington University where he serves as a Resident Assistant. Payton is a freshman at Messiah University and is on the wrestling team. Emma is a freshman at Turner Ashby High School where she participates in track and spends most of her free time at the barn with her horse.

Cary and Stacie own Which Wich Superior Sandwiches in Charlottesville. They opened Which Wich in 2011 and it continues to be a top performing restaurant in the system. Prior to that, Cary worked for Sysco Food Services of VA and Hospitality Hotel Group.

Cary enjoys being active in the community and believes that service to humanity is the best work of life.

They chose Dayton to raise their family because of the safe and friendly environment.  (Term expires 12/31/2022)

Mr. Rodgers enjoys working as a team to develop plans and carrying out the implementation and looks forward to working with the Town Council and staff in this manner. Tara owns and operates The Rustic Oracle located on College Street in Dayton. She enjoys home projects, spending time with her family, evening walks and making people laugh.  (Term expires 12/31/2022)

Councilman Bradford Dyjak appreciates Dayton’s rich heritage and lives on Mill Street with his wife, Andrea, who works at James Madison University.  Bradford is the Director of Planning for Rockingham County and brings an extensive experience in public sector community development leadership, project management, grant writing, planning and zoning administration, and volunteer service. His public service is firmly rooted in the understanding that local government is closest to citizens, most directly impacting their well-being. Bradford has a Bachelor of Arts in Political Science from York College of Pennsylvania and enjoys traveling, hiking, walks around town, history, and baseball.  (Term expires 12/31/2024.)

Ms. Hoover is an attorney and works in healthcare staffing at a small startup in Harrisonburg, CT Assist, LLC. Ms. Hoover also owns her own consulting firm, Hoover Investigations & Consulting, LLC which provides training and investigative services to educational institutions for Title IX based offenses. In her free time, Ms. Hoover enjoys spending time with friends and family and snuggling with her rescue pup Daisy May.  (Term expires 12/31/2024)

Councilman Robert Seward has lived in Dayton since 2010 with his wife, Amanda, and 4 sons, Caleb, Cole, Chase, and Cayden. He was born in Rockingham County and grew up just outside the Dayton town limits. After getting married, he moved out of Dayton, but then moved back in 2010 when their children were in middle school as they missed the community aspect and wanted their children to experience that.

Amanda is employed at James Madison University; His oldest son Caleb is an EMT, his son Cole graduated from JMU in 2020 and lives in Charlottesville with his wife, Caitlin. Chase is starting JMU this fall, and his youngest son Cayden is a Junior at Turner Ashby. He is the National Sales Manager for SONARAY LED lighting and Hyve Indoor Farming Systems since 2015 in Verona. Prior to this, he was the business development executive for a large electrical contractor in Central Virginia and started their Energy Solutions division.

He also enjoys giving back to the community and had been a volunteer Fire Fighter since 2000 until health issues ended that possibility, he had been Lieutenant as highest rank before leaving. He enjoys spending time with his boys and camping with their three dogs.  (Term expires 12/31/2024)

Councilwoman Emily Estes has lived in Dayton for 48 years and was raised by Carl and Judy Estes.  She’s has recently served as a CNA/Med Tech home healthcare provider for her mom and works part time job at Autozone,  She loves spending time with her family and enjoys taking walks with her dog, Jada . Ms. Estes explains that she ran for Council simply because she loves her town and its small town feel and she feels that Dayton is the best area to raise a family. (Term expires 12/31/2024)
